Identification of Uses-Background

Background

In the REACH registration technical dossier, the use of the substance must be indicated.  If the substance is not dangerous, the necessary details to be entered in the technical dossier are minimal. When making a registration, each registrant will need to enter its uses in Section 3.5 of IUCLID5, using pick-lists. 

If the substance is dangerous, much more detail is required, in the form of documented Exposure Scenarios (ES) and Risk Management Measures (RMM) to ensure safe use.  This information is then made available along the supply-chain in the form of an eSDS (extended safety data sheet). 

In essence, a dangerous substance is one which is already EU hazard classified, or which is identified during the REACH hazard assessment process as meeting the criteria for classification as defined in Directive 67/548/EEC or 1999/45/EC.

The process of identifying uses and developing exposure scenarios & risk management measures requires dialogue  and a series of key tasks to be implemented along the supply-chain.

SIEF members should view the current list of reported EU uses, to check that your use of the substance is already on the list. If your use is not yet on the list, please inform us by E-mail so that it can be considered for inclusion.  The intention is to include as many uses as possible in order to facilitate an easier registration of molybdenum substances for SIEF participants. 

Please note that:

  • If the use requires the development of an ES & RMM, the Molybdenum Consortium (that is developing each dossier for the SIEF), reserves the right to make an additional charge to intending registrants of that use.
  • If your substance is considered dangerous and your use is not covered by the joint Registration Dossier, you cannot continue using the substance for that use unless you have developed your own Chemical Safety Report, including ES & RMM.

Exposure Scenarios

The technical dossier being prepared by the Molybdenum Consortium for pure molybdenum oxide (EINECS 215-204-7, CAS No. 1313-27-5) will definitely include ES & RMM  for this substance as it EU hazard classified.
